Community Improvement Plans (CIPs) are formal planning tools authorized under the Ontario Planning Act. A CIP allows municipalities to offer programs, grants, and incentives to revitalize areas of a city or community. City Councils may define an area of a municipality as a Community Improvement Area because of factors such as it’s age, dilapidation, overcrowding, faulty arrangement, unsuitability of buildings, or for any other environmental, social, or community economic development reason.
The City of Welland has initiated a significant update to its existing Downtown and Health and Wellness Cluster CIP. The goal is to create a new innovative and transformative CIP.
The objective of this CIP update is to further support economic growth, sustainability, and enhance the community's livability. This will be done in alignment with the City’s strategic priorities and in response to community needs.
The updated Downtown and Surrounding Area CIP aims to:
Review the existing CIP Area and surrounding areas with a new vision and objectives;
Promote revitalization through new private sector investment;
Identify needed infrastructure enhancements to meet the desired vision;
Engage the community by gathering insights through a range of engagement activities to ensure the project aligns with local priorities and supports a sense of community.
The project’s activities include:
Background analysis and assessment: Review existing CIP performance, identify strengths, and address any issues to improve the updated CIP initiatives;
Public consultation and engagement: Host workshops, focus groups, and surveys to collect feedback and input from residents, local businesses, and other key stakeholders;
Infrastructure and streetscape planning: Develop concept plans that redesign key streets and public spaces.
Develop urban design guidelines that will shape the character of future developments, ensuring they complement Welland’s unique identity and strategic goals
This project represents a transformative opportunity for Welland, aiming to breathe new life into the Downtown CIP Area, increase economic opportunities, and upgrade the quality of life for residents and visitors alike.
