West Main Street Area Infrastructure Improvements - Phase 1 (Mill Street, Franklin Street, Albina Street, Frazer Street)

The City of Welland will be undertaking West Main Street Area Infrastructure Renewals along Mill Street, Frazer Street, Franklin Street, and Albina Street. The proposed upgrades will include watermain upgrades, sanitary sewer replacement, storm sewer upgrades, road rehabilitation and new sidewalk installation, in addition to the installation of a new Regional trunk sewer.

Construction

• New watermain, new sanitary sewer, and new storm sewer on Mill Street, Frazer Street, Franklin Street, and Albina Street.
• New water services installed to the property line.
• Full road reconstruction of Mill Street, Frazer Street, Franklin Street, and Albina Street, including new curb and gutters.
• New sidewalks on Mill Street, Frazer Street, Franklin Street, and Albina Street.
• New Regional Sewer along Albina Street and Mill Street, crossing through Mill Street Park.

Traffic Disruptions

• One-way traffic with Flag Persons through the construction zones when permissible.
• Open to two-way traffic at night and on weekends/holidays when permissible.

Impacts on Private Property

• Topsoil and sod to be reinstated were disturbed due to construction activities.
• Driveway closures will be required during concrete works and while curing. Advance notice to be provided to affected properties.
• Driveways disturbed due to the construction will be reinstated to match existing material.

Next Steps

• This project is expected to begin construction in late May 2023.
• Further notifications are to be provided to affected properties before construction.
