Consultation has concluded
Staff are conducting a multi-phase waterway redevelopment plan to create more opportunities for waterway usage. As part of the Welland Recreation Corridor, the Lincoln Street Docks are being re-purposed to create a friendlier, more inviting community recreational hub. According to the public engagement campaign conducted on the Go Quiet by-law 2004-92, residents and stakeholders want alternative activities and opportunities on the waterway. In June 2018 City of Welland Council approved a recommendation from staff to begin a waterway redevelopment strategy and initiate phase-one of the strategy.
2018/2019 Phase One of the Waterfront Enhancement Plan includes:
Installation of public use docks for unsupervised swimming – approximately 120 ft of dock was, including ladders
Placement of public use amenities including picnic tables, benches, bike rack stands, BBQs, shaded-sitting areas and covering, and decorative stone and plants to enhance aesthetic value
2020 Phase Two of the Waterfront Enhancement Plan includes:
Boathouse Facility: City Staff have been working with an architect on the design of a boathouse storage/rental building, washroom and change room building. The washrooms will be used year round for various events. This will attract people who use the trail and people looking to rent boats to go on the canal.
Rotary Park: Staff have signed an MOU with the Rotary Club of Welland for the design and construction of new signage and a reflection garden. Staff are partnering with the Catholic Niagara District School Board Launch Centre to build the signs and benches and possibly the garden area.
Unsupervised Swimming: The goal is to have this up and running after the completion of the boathouse facility. Until that time the current docks will remain in place for public use. Staff will retain the services of a dock designer to ensure it is a robust/functional design.
