During their council meeting on July 18, Welland City Council officially adopted an Affordable Rental Housing Community Improvement Plan (CIP)
Statutory Public Meeting
TIME: TUESDAY, JUNE 20, 2023 AT 7:00 P.M.
LOCATION: IN COUNCIL CHAMBERS, CIVIC SQUARE, 60 EAST MAIN STREET
You are invited to attend the Public Meeting which represents the formal Statutory Public Meeting under the provisions of Section 17 of the Planning Act and is being held to inform you about the City’s Affordable Rental Housing Community Improvement Plan and to provide you with an opportunity to comment on the proposed Plan. To participate virtually, please contact the City Clerk, Tara Stephens at clerk@welland.ca no later than 12:00 P.M. on JUNE 16, 2023, to be provided with a link to participate. Comments may be provided verbally and/or as a written submission. Public Open House 2

The City of Welland and its Consultant are the process of completing an Affordable Housing Community Improvement Plan (CIP). A Public Open House is being hosted to obtain your input on the Draft Affordable Housing CIP. The purpose of this CIP is to help increase the supply of affordable housing in the City. This CIP and the programs created from the Plan are a series of financial incentive programs to private property owners and non-profit housing providers interested in developing affordable housing. Also included in the Plan, are programs geared towards reserving certain City owned lands for affordable housing projects.
The Draft CIP contains information related to:
- background information on the nature of affordable rental housing in Welland and Community Improvement Plans;
- background information regarding the legislative authority for Community Improvement Plans;
- the Community Improvement Plan Area;
- the financial incentive programs and their eligibility requirements; and,
- policies to address how the Plan will be implemented and monitored.
Public Open House
The City is hosting an Open House to obtain your input on the creation and implementation of an Affordable Housing Community Improvement Plan (CIP). The purpose of this CIP is to help increase the supply of affordable housing in the City. The CIP may ultimately recommend public improvement projects including physical improvements designed to help stimulate investment in the area. The CIP may also contain various financial incentive programs designed to directly promote the construction of affordable housing. It may also recommend public improvement projects to support affordable housing and reserving certain City owned lands for affordable housing projects.
The City’s consultant has completed a Housing Needs Assessment and Environmental Scan Interim Report which contains the following:
- What Does “Affordable Housing” Mean?;
- Housing Needs Assessment;
- Jurisdictional Scan of Affordable Housing CIPs;
- Stakeholder Engagement;
- Legislative and Policy Context;
- Assessment of Strengths, Weakness, Opportunities, and Threats; and
- Conclusion and Next Steps.
The City’s consultant has also prepared a Site Evaluation of potential lands within the City (including City owned lands), that would have potential for providing additional supply of affordable housing. Both these documents are available on the City’s website at www.welland.ca/ReportsStudies.asp. The Open House will be held as follows:
