Infrastructure Renewals 1 - Garner Avenue, Grove Street and Randolph Street

Subject to Council Approval, The City of Welland will undertake an Infrastructure Renewals program along Garner Avenue, Grove Street and Randolph Street. The proposed upgrades will include a mix of watermain, sanitary sewer, drainage improvements, road rehabilitation including full asphalt replacement, new curb and gutters and new sidewalks.

Construction

• Garner Avenue:
  • Sanitary sewer replacement, including laterals to the property line.
  • Watermain replacement, including services to property line and new hydrants.
  • Drainage with additional catch basins.
  • New sidewalk installation.
  • Road rehabilitation, including full depth asphalt as well as new curb and gutter.
  • Landscape cleanup of all disturbed areas
• Grove Street:
  • Sanitary sewer replacement, including laterals to the property line.
  • Watermain replacement, including services to property line and new hydrants.
  • Drainage with additional catch basins.
  • New sidewalk installation.

  • Landscape cleanup of all disturbed areas

Traffic Disruptions

• Grove Street
  • Open to two-way traffic at night and on weekends/holidays when permissible.

Impacts on Private Property

• Topsoil and sod to be reinstated where disturbed due to construction activities.
• Driveway closures will be required during concrete works and while curing. Advance notice to be provided to affected properties.
• Driveways that have been disturbed due to the construction will be reinstated to match existing material.

Next Steps

• This project is expected to tender in February 2023, and pending Council Approval, construction start is anticipated in April/May 2023.
• Further notifications regarding preconstruction works will be provided to affected properties prior to construction.
